10:00am - 11:00am: Keynote and conversation with MTC commissioners Redwood Hall

The conference kicks off with a keynote by Andrew Fremier, Executive Director of the Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG). MTC is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. Its work supports the region’s network of streets, roads, highways, public transit systems, airports and other transportation resources, including the movement of goods through ports and freight rail lines. The keynote will be followed by a conversation with MTC commissioners discussing the future of transportation in the Bay Area.

Fremier was named executive director in February, after serving as deputy executive director since 2005, and at California Department of Transportation (Caltrans) for 20 years. Current areas of focus include establishing a more sustainable commitment to regions active transportation plans; investing in new Bay Trail miles while maintaining the existing inventory; finishing the Active Transportation Program (ATP) connection across the Bay Bridge corridor; and continuing to create a sustainable model for bike share throughout the region.

Assessing the Promise – and Perils – of Street-Safety Technologies Redwood Hall

As a part of Silicon Valley, we cannot ignore the ever-changing technology advancements. One such area which directly impacts traffic safety is video surveillance — automated speed enforcement, automated license plate readers, red light cameras, bike helmet cameras — there are so many mechanisms out there to detect and help enforce safe driving habits. At the same time, some of these raise privacy concerns, and also have historically shown to adversely affect underserved and disadvantaged communities.

This session will dive deep into the technologies out there and the practices and guidelines that can ensure that concerns and needs including those of the most vulnerable populations are addressed.

Achieving Equitable and Seamless Public Micromobility Maple Room

This panel will address the need and upcoming opportunity for a publicly funded, regionally integrated, equitable bikeshare and micromobility system in the Bay Area. Current bikeshare services have become an important part of public transportation. But the profit-focused business model has resulted in a system that largely serves more affluent users. And a fragmented rollout has created a system that is less convenient and reliable for users . The panel will discuss lessons learned to date, and opportunities for better, ease of use, affordability, and accountable governance to meet diverse user needs.

Designing for Green, Complete and Inclusive Infrastructure Cedar Room

Complete Streets are streets that are safe, accessible, convenient and comfortable for users of all ages, abilities, incomes, ethnicities and modes of travel. By designing networks of Complete Streets, we can create spaces that allow all users to thrive regardless of what mode they take. But can we design streets in a way that they help with goals beyond transportation?

 This session will showcase the need for, and opportunity addressed by, Green Complete Streets. Green Complete Streets are inviting and comfortable for people using all transportation modes, while also addressing community goals related to equity, climate resiliency, and biodiversity. Speakers will discuss the importance of green infrastructure, street trees and native habitat elements in street design, particularly in Silicon Valley’s lowest-income neighborhoods. These street design elements not only make for a better experience for people traveling, but also help with urgent issues like flooding, extreme heat, and equitable access to opportunities.

Deepening Community Engagement Redwood Hall

This session will showcase the unique ways two organizations are using to bring maximum impact and involve the community in the best possible ways. Winter Consulting will tell how they trained community members with direct lived experience to host their own community engagement activities. These events took place in homes, community centers, and even classrooms, as a group of 9 folks carried out 30 activities in San Jose in less than two months. The second organization, Youth Leadership Institute, is a recognized pioneer at the forefront of Youth-led Participatory Action Research, an innovative approach to positive youth and community development rooted in social justice principles. Youth Leadership Institute trains young people to conduct research to improve their lives, their communities, and the institutions intended to serve them.

Understanding the Fast-Changing World of E-Micromobility Maple Room

The rise of electric bikes,scooters and other e-devices has had a significant impact on both the transportation model shift and climate change. They offer a convenient and sustainable alternative to traditional fossil-powered vehicles, enable people to travel longer distances on a bicycle, provide assistance to specially-abled people, and help reduce carbon emissions. But with every technological advancement, it is imperative that there are guidelines and best practices in place to avoid misuse, conflicts, or adverse effects on others. This session will dive deep into the different e-micro mobility-related parameters like speed, class of e-bike, user age, type of bike path, and more, and efforts to define necessary guidelines and best practices.

Building Safe Routes to School Cedar Room

An SVBC study showed that a person who rode a bike as a child, and continued doing so in their youth, is more likely to bike in their adulthood. And one of the many ways to encourage biking for young people is through Safe Routes to School Programs. This session will showcase a wide range of speakers from agency officials, consultancies and parents, who are doing innovative work in school-route safety with the ultimate goal to get more and more kids walking and biking to school.

During this session an array of speakers will present in a rapid-fire, PechaKucha format. PechaKucha is a presentation style in which each speaker has a presentation of 20 images shown for 20 seconds each for a total of 6 minutes, 40 seconds. This is a high energy, fast-paced session. We would love to highlight interesting things going on in the biking world in this session.
