9:00 am: Keynote: A discussion with Assemblymember Laura Friedman she/her
This year’s Bike Summit will be kicked off by a keynote from Assemblymember Laura Friedman, who was elected to the California State Assembly in 2016. She has worked on a number of transportation-related measures, including one that created the Zero Traffic Fatalities Task Force. She is currently working on a bill that would give local governments more flexibility to reduce speed limits, as well as a bill that encourages active transportation and other environmentally-friendly forms of transit. Join us to learn more about the Assemblymember’s forward-thinking policies on topics such as investing in mass transit, bicycle and pedestrian infrastructure, zero-emission vehicles, road safety, and sustainability.

10:00 am: Session 2a: Safe Routes Back to School
This session will talk about three elements of SRTS: Evaluation, Programming and Policy.Dr. Anurag Pande will kick-off with a presentation on what factors make SRTS program successful. Followed by speakers from the Alameda County SR2S Program who will share how they adapted their educational and encouragement programs during the past year. They will share success and challenges, and lessons learned for the upcoming academic year. Finally, Speakers from the City of Palo Alto will share how they converted SRTS projects into opportunities to rethink diversity and inclusion and deepen local and regional partnerships.

10:00 am: Session 2b: Continuous, Connected, and Joyful: Exploring Bicycle Highways in the Bay Area
While bicycle highways are common in Europe, Asia, and South America, few exist in the United States. Two projects in the Bay Area seek to change that: the Caltrans Bay Area Bike Highway Study and the VTA Central Bikeway Study. This panel discussion will examine the potential for bike highways in the Bay Area. The speakers will review worldwide best practices for bicycle highways and provide context for the implementation of such facilities through the regional Caltrans lens. VTA representatives will also share design considerations at the jurisdictional and corridor levels. The panel will complement these perspectives by examining what a bicycle highway means to community residents.

Speakers will give updates on efforts around alternatives to policing, decriminalizing biking and walking, and decreasing the impact of policing on BIPOC communities. Learn about how Bay Area cities are working to find alternatives to policing, as well as other kinds of advocacy related to traffic enforcement.

9:00 am: Session 4: Plenary Discussion on Transportation Post Covid
In this plenary session, council members from different Bay Area cities will discuss the theme of post-Covid recovery in the context of transportation. The speakers will discuss what transportation could look like after Covid, as well as what cities and agencies are doing to help retain some benefits of the Covid era, such as slow streets. They will also address how advocates can help ensure that traffic doesn’t get worse as communities continue to emerge from the pandemic.

What can we learn from global cities about progress in shifting to safe bike transportation? Join representatives from Mexico City (Mexico), Heidelberg (Germany), Enschede (Netherlands) and Mysuru(India) for an exchange of ideas about bike transport. They will talk about their bike network, successes, challenges and next steps with respect to shifting the mode to bicycle transportation.

10:00 am: Session 5b: Overcoming Roadblocks: Strategies for Successful Bike and Ped Plan Implementation
Bicycle and pedestrian master plans are the product of months of data analysis, community engagement, stakeholder coordination, and hard work. Once they’re complete, what’s next? How can agencies take a list of proposed projects and turn it into on-the-ground infrastructure improvements? How do they do this successfully, efficiently, and equitably without running into roadblocks? In this session, various partners in the project planning and implementation process will share insight on common roadblocks to implementation and discuss strategies for overcoming these roadblocks. Participants will leave this session with actionable ideas for how to successfully implement project recommendations and turn their bike plans into projects on the ground.
