(I've already posted a message on this subject on the South Bay Cycling mailing list, but I understand SVBC stuff belongs in this forum.)
As you probably know, Santa Clara County slipped an amendment to CVC 21960 through the legislature in 1999 allowing the County to prohibit bicyclists and pedestrians from County expressways.
Now is the time to start organizing to have the legislature repeal the change during next year's session. Richard Swent tells me that he and Paul Goldstein have already met with Assemblymember Ira Ruskin's staff to discuss this. Ruskin is on the Assembly Transportation Committee and represents Santa Clara County. The staff member seemed very interested, took note and seemed to understand the issue, and was going to pass on the request to a higher level. We have not heard back whether he will be willing to sponsor legislation to repeal this or not.
Assuming that Assemblymember Ruskin or another legislator will carry such a bill, it would be good to get endorsements from as many other organizations as possible. One obvious choice would the the California Bicycle Advisory Committee, which meets next on Dec. 4 in Sacramento. I will be going to the CBAC meeting and would be willing to present SVBC's position.
Any other ideas?
