Habitual drunk driver on Old La Honda?

In the last few weeks I have observed many empty half-pint vodka bottles on the right side of Old La Honda when heading up the hill from Portola, all around the first couple switchbacks. They are all of the same brand, a cheap one that comes in plastic bottles.

If you have experience with drunks you are probably getting the same sick feeling that I am: this litter probably comes from someone who lives or works in the area (possibly someone who lives on Old La Honda) who is a daily drinker and I'm guessing there are many more bottles out of sight in the brush or over the side.

Needless to say, an impaired driver on that road is a serious hazard to the entire community, not just cyclists. Motorists, joggers, dog-walkers, and people pushing baby strollers on the side of the road are all at risk. However I have never witnessed one of those bottles flying out of a car window.

I'd like to hear if anyone has a suggestion for next actions. I am willing to contact the sheriff but I'm not sure what they can reasonably do. I am tempted to send a letter to every residence on Old La Honda since the person may very well be known in the community.
