Does anybody know what the project is on Coleman at 880?

One of the routes that I take going to work has me taking Coleman ave in San Jose, over the 880 overpass and on to the north. This has never been an example of stellar bicycle infrastructure (there is one point where there is a bike lane on the right hand side of the right turn only lane that takes you onto the freeway, and a yellow 'through traffic merge left' sign) but it works. A week or so ago, they removed the bike lane striping, and put up signs for road work along the North Eastern side of the road, and the bike lane stripe that was there has been removed? Does anybody know what this project is? Has Caltrans found a way to make bad cycling infrastructure even worse? Was the dropping of lumps of fresh asphalt into the bike lane one way of making my commute more interesting?
