I give you the following request from SVBC board member Paul Goldstein:
Commissioner Carl Guardino has asked MTC to investigate adding the segment of SR 9 to the Regional Bikeway Network in order to add shoulders which will allow cyclists room to ride on SR 9. The installation of center line rumble strips is a safety concern for cyclists since motorists may be reluctant to cross over the double yellow line to allow enough clearance when passing cyclists.
A field visit to the site will be conducted late in July. It would be valuable to have a video recording of motorist behavior. MTC has a small video camera, but not a helmet mount to attach it. If you are willing to lend SVBC your helmet mount for this activity, it would be much appreciated. Please contact Paul Goldstein (paul@svbcbikes.org).
Can anyone help Paul?

Obligatory nitpick
"add shoulders which will allow cyclists room to ride"
There is already plenty of room for cyclists to ride. What's missing is room for cyclists to comply with CVC 21656.

Conversely, what's missing is room for motorists to comply with CVC 21750 without violating 21460.

None of this would be an issue except for the substandard width lanes per CVC 21202.

In summary, it's not about room for cyclists. It's about room for passing. This may seem pedantic, but it's a huge conceptual difference.
